I believe they are referring to making a hole in the ground to make it look as thought something has been digging for a mouse or mole. Also, you place your lure in the hole.

The most common set is a dirt hole set. It's a hole dug at 45 degree angle and the bait/lure is in the hole. A trap is buried a few inches in front of the hole. Go to the Trapperman link and click the basic sets tab. There's a ton of great info on there.
